There is a great public debate about whether or not immigrants commit more crimes than non-immigrant Americans. Immigrant neighborhoods (often referred to as immigrant enclaves) have been found to have lower crime rates even though residential mobility and poverty rates are also high.

What might explain this? Drawing upon social disorganization theory, would you expect lower crime rates in more homogeneous neighborhoods?

Some have argued that immigrant enclaves have lower crime rates because immigrants fail to report crimes to police for fear of deportation. Might this be an explanation? Do you buy this argument? Why or why not? If that is the case, should we continue to expend resources policing immigrant enclaves (and immigrants) if they are associated with lower crime?
